


The San Roque Experimental High School has been established during the school year 1966- 1967 through the strength of PTA Resolution, Barrio Council Resolution Nos. 3 and 4, the Municipal Resolution No. 86 and in compliance with General Memorandum No. 86, s. 1996.
School records show that elementary schools of Bamban, Tarlac graduate an average of 350 pupils a year. Many of these graduates do not continue their high school for reasons of lack of time and it is too expensive to study in private school which many of the parents could not afford. The Bureau of Public School conscious of such existing problems besetting the children and parents and cognizant of the role of education in nation building promulgated a set of guidelines for the establishment of high school to solve these problems.
In a joint meeting of the Federation of P.T.A and Barrio Captain Association of Bamban headed by Brgy. Captain Armando Sibal with the assistance of Mr. Bernando Domingo Sr. and duly elected President of P.T.A. Mr. Eduardo Y. Navarro filed a resolution requesting the honorable director of public school thru the effort of Mr. Vicente Lumibao, the Division Superintendent of Schools of Tarlac for the opening of an Experimental Barrio High School in Barangay San Roque, Bamban, Tarlac. Conforming to the provisions of Memorandum No. 14 s. 1966, the establishment of San Roque Experimental High School took effect on July 11, 1966. Mr. Fortunato Tiglao, the Principal of Bamban Elementary School for the purpose of the organization and management shall take charge for the opening of classes in the said school.
It had an enrolment of 300 students who were temporarily housed at the Bamban Elementary School. The graduates of elementary grades for S. Y. 1966-1966 pledge to continue their secondary education, with the increase of student population school facilities could not accommodate the growing population. Knowing the extent of problems the PTA Board of Directors called a meeting on July 14, 1966 and passed a Resolution No. 12 requesting the Honorable Senator Jose Roy to include his appropriation for Public Works the amount of PHP 40,000.00 needed for the construction of 8 classrooms for San Roque Experimental High School. Resolution No. 15 of the same date requested the Hon. Senator Gil Puyat to appropriate PHP 10,000.00 for the construction of 2 rooms to be used as a science room and laboratory room and another PHP 10,000.00 to purchase complete set of Science and laboratory equipment. Another Resolution No. 16 of the same date requesting Dr. Ernesto Sibal to donate books and some volumes of references and library books to be used and read by the students. Through the recommendation of Bamban Jaycees, help was also obtained from outside sources such as the C.A.B. Military Civic Action to donate construction materials for 5 rooms and it was accomplished thru the effort of 3TFW Military Civil Action Team Chief Major James F. Schenkel.
Keeping with its policy of minimizing expenditures of parents and students and in line with the guidelines as set by the BPS set the standard of payment for the tuition fee at PHP 8.00 a month and matriculation fee at PHP 2.00 and P.T.A. fee of PHP 1.00 annually. To insure the safety and security of the funds, which eventually will be used in the payment of the teachers and maintenance of the school, the collected amount of such be deposited in TRUST under the name of San Roque Experimental Rural High School to the Municipal Treasurer of Bamban or to any reliable bank. Disbursement and withdrawal total or partial authority is given to the Municipal Treasurer only upon presentation of a voucher, payroll or request for withdrawal duly signed by the Division Superintendent of Tarlac or the District Supervisor, the Principal, the Chairman of the Board and in his absence the Vice Chairman.

Mrs. Carmen O. Flores acted as the Secondary School Head Teacher with teaching loads of Science IV and YDT. The following served as first pillars of educators in San Roque Experimental High School:

All of the above mentioned teachers received meager salary of PHP 2,424.00 annually. The following teachers acted as part-time teachers in San Roque Experimental High School: Mr. Alfredo A. Samson, Mrs. Araceli Sangalang, Mrs. Julieta Panlican, Mrs. Virginia Mendiola, Mr. Sergio Navarro, Mrs. Luz Perez, Mrs. Carmen Ocampo, Mr. Restituto Tolosa, and Mrs. Dalisay Manuel Reyes.
San Roque Experimental High School later on became San Roque Barangay High School and now called San Roque National High School. Through the years, the school remains steadfast in serving its mission and vision to provide basic quality education that produces learners with lifelong skills. God fearing, God loving and nationalistic with global competitiveness, functional assets of the community people.
At present, San Roque National High School does not only cater to the whole Bamban populace but to some children from Capas and Mabalacat with a population of more than 3000 under the competence and hardworks of teaching and non-teaching personnel under the administration of Dr. Noel D. Palgue.
The school continuously hopes to work out its fullest potentials to remain catalyst for positive changes in the lives of the youths.
